October 3, 2007

Starting this week, the EXIT gate will no longer open outward, but instead will open to the inside. This is the final phase of the equipment update to our gate system. There has been a past problem with drivers edging too close to the gate as it opens (this was a problem with the entrance gate before the path was reversed) and cars bumping the motor. Please stop your vehicle well back from the path of the gate. The new system has a battery back-up in case of a power outage.


As the trees in our neighborhood mature, it is becoming increasingly common for branches to hang low over the sidewalks. If the trees in your yard have low branches please trim them back so that people can walk on the sidewalk without having to duck or go around.

The Kelliwood Links HOA would like to take this opportunity to welcome all new homeowners and their families into the neighborhood. We hope they have settled in and are feeling at home in Kelliwood Links.  New homeowners, please check out the Helpful Phone Numbers link on the bottom of this page. Please call Crest Management (Carolyn Bonds) at (281) 579-0761 with any questions about the neighborhood, and ICS (713)  218-0123 to update the gate phone with your name and number so that guests may call in. Press 9 to open the entrance gate for your guest. A call from the gate appears as “Kelliwood Fund” on your caller ID. Additional remotes or gate cards can be ordered using the Order Form, downloadable from this site. Please read the Deed Restrictions, also on this site. ACC forms must be sent in BEFORE making structural improvements to the outside of your home.

*NEW* Community Garage Sale Day- *NEW*

On Saturday, October 6, 2007, Kelliwood Links will have a community garage sale day. The gates will remain open from 7am until 1pm for that day only. It will be a great opportunity to clear out clutter and make a few dollars. If you have any left-over items that you don’t want to throw away, just take them to the many new Goodwill Donation Centers around the area. The nearest one is on Mason Road, just north of the Equestrian Center, in the strip mall on the right side. You can get a tax receipt for your donation.

Access Gates
-
After a difficult repair, the gates are back in good operation. If you experience any problems with remotes, cards or the gate phone, please contact ICS at 713-218-0123.

Please inform yard crews, guests, etc. not to enter through the exit gate. That gate is not equipped to sense vehicles in its path as it closes. If it closes on a vehicle it will not reverse and will cause servere damage to the gate. Many yard crews have purchased their own gate cards from their resident customers for the convenience of coming at any time (not relying on customer to be home to gain access, or to come while the gates are open for the school buses). If you dismiss your yard crew, simply call ICS and cancel the gate card.

Please do not tape signs on the gates or gate-phone box. Tape residue is very noticeable on the black paint and is difficult to remove after baking in the sun. Please post notices (lost or found signs, etc) on “bandit” signs at the entrance or exit. Posting notices on the mailboxes is fine but are often promptly removed by the mailman. Bandit signs by each mailbox would be effective also. There are sign stores on Fry Road, and bandit signs are not expensive. If you must tape a sign (such as an urgent lost pet sign), please be sure to remove the sign and clean off residue.

Golf Course Lots-
Homes backing to the Willow Fork Golf Course are a reflection of the rest of the neighborhood. Kelliwood Links is well represented by many beautiful homes and yards when viewed from the golf course. However, there are a couple of homes on the golf course that need improvement. Just as all residents are obligated to keep their front lawns and homes well kept, golf course homeowners are relied on to keep their back yards in the best condition. Please make sure the iron fences are well-painted, weeds are kept in control and patio furniture, etc. is in good condition. Decks, spas and playground equipment should be kept in like-new repair.

Home Maintenance-
The fresh paint, pressure washing and lawn work done by so many residents over the summer has paid off! Our neighborhood is beautiful and home values are up. There is only one home for sale in Kelliwood Links right now…we wish you all good luck on a quick and profitable sale!

Dear Kelliwood Links Residents,

As residents have likely noticed, the entrance gate sustained serious damage. The gates are custom made, and a new gate is in the process of being fabricated. The installation of the new gate and opener will begin next week. ICS, our contracted gate company, anticipates that the new gate will be installed and operational by next Thursday. PLEASE BE PREPARED BY HAVING GATE CARDS AND REMOTES READY. If you have any concerns about remotes or cards, please call ICS at: (713) 218-0123.

The person responsible for the current gate damage is being held responsible for paying the gate repair costs. The gate system recorded the identity of the vehicle that damaged the gate. Please inform all drivers in your household that the gate system records possible damage to the gates, and to immediately inform the head of the household if the gate is struck, even if it appears that there is no noticeable damage. The homeowner should then immediately contact ICS. Many teenaged drivers have been led to believe that neighborhood access gates can be easily and successfully "pushed" open by force. That misperception may have led to the current damage to our entrance gate. Any vehicle pushing on the gates will cause serious damage to the gates and related equipment. Pursuing criminal prosecution is sometimes required to recover repair costs. The HOA never looks forward to that prospect, especially if it involves a resident of Kelliwood Links.

Accidents can happen. If a gate is accidentally struck, please call ICS: (713) 218-0123.

Numerous letters were sent out by Crest Management with regard to deed restriction violations. Please do not disregard these letters. It is understood that homeowners are busy with work and family, which leaves a limited amount of time to deal with home/property maintenance. One of Crest Management's reponsibilities is to remind the neighborhood of needed maintenance. A more strict maintenance schedule is necessary now that Kelliwood Links has reached the ten year mark. The Kelliwood Links HOA specifically directs Crest Management to enforce home and property maintenance in our neighborhood.

Dear Kelliwood Links Residents,

The Kelliwood Links HOA wishes all Kelliwood Links residents a happy and prosperous New Year. The HOA is anticipating that 2007 will be the best year yet for our neighborhood.

Please take note of the new recycling schedule: On Thursdays, place the blue recycling container by the curb, but leave trash cans at your garage door as usual. Please DO NOT BLOCK sidewalks with trash. Residents using the sidewalks should not be forced to walk on the street (or on lawns) because of trash obstructing the sidewalks.

Items for recycling include paper, plastics, recyclable metals, and can be placed in the recycle bin without being separated. The waste is separated at a recycling facility. Please take advantage of recycling. It is truly amazing how much of household trash can be recycled. Before discarding household trash items, please check for the recycling symbol.

Kelliwood Links is now officially 10 years old. Our lovely trees have really matured and the squirrels and rabbits have started to return as the weather warms. However, with this maturing, our homes are at an age that requires more maintenance than ever before. In early spring, our management company, Crest Management, will be making their bi-annual drive through our subdivision and documenting homes that are in need of significant maintenance. Crest Management will also be walking the golf course where Kelliwood Links backs up to Willow Fork, for homes in need of maintanence. Crest Management is doing its job when making sure that all deed restrictions and architectural control guidelines are being met. Home values are based not only on our own homes, but also on the homes around us. Crest Management helps protect the interests of every homeowner in our subdivision.

There are several small potholes on a few streets in the neighborhood. All of the potholes are scheduled for repair. Also, the Kelliwood Links HOA is accepting bids to have the brick perimeter wall pressure washed.

A complete copy of the deed restrictions and an application form for architectural changes is now posted on this site. Please download the form and send it in to Crest before making any improvements to the outside of your home. Basketball goals, fountains, play forts, pools, decks, storage sheds, room additions, repainting, solar screens, etc., all require approval by the ACC committee before they are installed.

If you have not sent in your annual maintenance dues, please do so immediately to avoid a reminder letter.

Dear Kelliwood Links Residents,

The HOA is pleased to announce that the new gate access system is installed and operating. Most people experienced little or no problems during the transition from the old gate system to the new. Thank you everyone for your diligence in sending in resident information forms and also your patience during the few bumps along the way to getting the new system installed. For those people who did have problems with their remotes, please accept our apology for the inconvenience the transition may have caused. Every effort was made to avoid inconveniencing residents. Please call ICS to report problems with remotes or cards at 713-218-0123. They are in the office from 8am to 4pm, Monday through Friday, but have an answering service 24/7.

Please take a moment to stop at the gate phone to make sure that your names are in the directory. When a guest comes to visit, they will scroll through the directory, find your name and dial in the call-in code. When you answer, simply push the 9 key on the phone and that will open the gate. For those people with caller ID, the gate phone appears as Kelliwood Fund.

The Kelliwood Annual Meeting was Wednesday, December 6th. The budget for 2007 was announced and reviewed. Residents will notice that our annual maintenance fee has dropped significantly. The HOA will no longer collect payment for trash pick-up; this fee will now be paid monthly on your water bill. An amount of $17 per month will appear on your water bill beginning in January. Due to the rise in oil prices, the cost of trash pick-up has risen dramatically. The Board acquired a much better contract price with Waste Corp., rather than with BFI (our previous trash collector), and they will begin service in January. Almost all Kelliwood neighborhoods are now billed for trash through their respective Municipal Utility Districts.

Kelliwood neighborhoods have “garage door” trash pick-up. Please DO NOT move trash cans to the curb on trash days. Simply leave the cans by your garage door. Bags, boxes and any loose trash that does not fit in the garbage can should be placed by the curb. Please do not block the sidewalk, but put trash on the grass or at the base of your driveway.

Finally, the HOA would like to take this opportunity to call upon volunteers to form a committee to explore installing sidewalks at the front of the neighborhood, along Westheimer Parkway. There are several children who walk/bike to school, and many more who would like to, but currently have to cross Westheimer Parkway to use the sidewalk across the street. Shopping centers are close enough to walk to, but again, crossing Westheimer Parkway is dangerous. If you would like to volunteer for this committee, please call Alecia Pacheco at 832-477-5613.

Due to a large number of residents not turning in their Resident Information Forms, the new gate system activation has been postponed until November 17.

Residents who have not sent in their forms by that time will NOT be able to use their current gate remotes/gate cards to open the gate. Also, their names will NOT be included in the new gate directory for guests to call in.

A letter was sent to each homeowner on September 8th explaining the importance of this information and a copy of the forms to send in.
If you need another copy of these forms you can download the documents from the kelliwoodlinks.com website. (You must type “kelliwoodlinks.com” into the address bar and hit enter or go; a search engine may not locate the site.)

On October 18, a representative from the gate company came with a special reader for those residents who did not have the transmitter number on a small white sticker on the back of the gate remote. If you still have not received this number for your remote, please stop by the offices of Crest Management. A transmitter reader will be available for residents from Wednesday, November 8, until Friday, November 17. Crest Management’s hours are 9:00am to 5:00pm. On Fridays they are closed from noon until 1:00pm for lunch. The address is 17171 Park Row, suite 310, Houston, Texas, 77084. Their phone number is 281-579-0761. If you have any questions about the transmitter number, PLEASE do not hesitate to call. Every effort is being made to ensure that no resident get locked out of the neighborhood!

Renters/Lessees, please contact your homeowner or Crest Management to make sure that this matter has been addressed so you do not get locked out.

On November 1, 2006, the new gate system for Kelliwood Links will be activated. A letter was sent on September 8 informing residents of this change. A Resident Information form and an order form for gate remotes and gate access cards were included with the letter.

It is very important to return these as soon as possible because the information provided by residents will be used to update the data base for the gate system. It takes only a minute to fill out the Resident Information Form, but it ensures that all current residents will be included in the gate directory for guests to call in. Also, the transmitter and card ID numbers will be updated so that these devices work properly. Residents who do not provide the gate company with this information may find that their transmitters will not work with the new system. The information may be updated at any time, but it is important to do this BEFORE residents are possibly denied access into Kelliwood Links. The transmitter ID number is on a small white sticker on the remote, NOT the imprinted numbers on the clip. Please call ICS (the gate company) at (281) 213-0123 if you have questions. It cannot be stressed enough that this information should be provided to the gate company immediately. Transmitters will not work on the new gate system unless the gate company receives your required forms with the transmitter numbers and updated resident Info

Transmitters and cards ordered from ICS will be sent next day delivery, so there is still time to order. Please act immediately to avoid being denied access. The codes currently being used by residents will no longer work after November 1st.

Subject: Security Gates

Recently, a new company was hired to maintain the security gates for our neighborhood. ICSH services many gated communities in our area and throughout Houston. Also, due to frequent breakdowns and numerous complaints in the past year, Kelliwood Links will be installing a new gate access system. The current system is outdated and malfunctions during every attempt to update the gate system software. This new system will include technology that tracks and logs all entries into our neighborhood.

Over the past ten years, the access codes to open our gates have been given to numerous service people, friends and extended family members, to name a few. Many homeowners have expressed concern that our community is not as secure as it could be. Delivery persons, yard crews etc., have free access to our neighborhood 24 hours a day. Kelliwood Links owns and maintains private streets; they belong to us and are private property. Homeowners wish to know that cars coming and going are residents, invited guests or authorized service people.

Beginning November 1, 2006, our neighborhood will no longer use residential access codes. Instead, Kelliwood Links will utilize only remote gate openers and gate access cards. Almost all gated neighborhoods are eliminating access codes, due to misuse and the same security concerns that Kelliwood Links residents have expressed.

For residents who do not currently have a remote gate opener or gate access card, please be sure to purchase them before November 1st. You can immediately order your remote gate openers/gate access cards by calling ICSH (the gate service company) at (713) 218-0123.  An for gate remotes and access cards will arrive in the US mail soon, as well as a residential update form. If you do not have the necessary amount of remotes or gate access cards, please call ICSH as soon as possible. The cost for a gate remote is $45.00, and gate access cards are $10.00 each. Due to home resales, some current residents may not have received remotes and cards from previous owners and will have to incur this initial cost. However, the result will be a safer and more secure neighborhood for all residents.

If you dismiss a housekeeper, handyman, etc., you can take back your gate card and that person will no longer have free access into the neighborhood. Our new system will include an updated resident directory that will allow guests and service people to call and be "buzzed in" by the resident they wish to visit.

Please be sure to update all information on the attached Resident Information Form so that each household is listed in the gate directory, in order that guests may easily call in. This will help to avoid having guests denied access when they are expected by the homeowner. Entry codes will be reserved for utility companies, the US Postal Service, trash pick-up and some companies such as FedEx, UPS and DHL. For safety reasons, the gates will be opened for a short period in the morning and afternoon to allow school bus access.

Please feel free to contact Crest Management at (281) 579-0761 should you have any questions regarding this matter. Although there may be a short period of inconvenience during the transition, Kelliwood Links will see improved security and a more peaceful neighborhood for all to enjoy.
